DSV Port Captain shall have at least four (4) years’ experience as Master/SDPO on the type of vessel they are assigned to. The Port Captain shall at all times be able to take over as temporary Master on his assigned vessels.

The Port Captain manages and supervises the marine logistics (involving the planning and management) department.

i. Coordinates with the Masters, other departments and management concerning crewing matters.

ii. He is responsible for reviewing customer requirements and coordinates with the Masters.

iii. Monitoring of the classification and statutory requirements of the vessels and ensuring that all surveys carried out by Flag Inspection, Class and Port State control are timely and successfully completed with proper preparation from the crew and other actions required.

iv. He is responsible to maintain a record for all vessels on/off-hire, classification surveys, client inspection findings and rectification of any recommendations or deficiency lists within the required time frame.

v. Responsible for monitoring and summarizing of Non-Conformances reports.

vi. Ensuring vessel’s certification is current on board.

vii. Ensuring that vessels are adequately manned and certified qualified and experienced personnel. It is the duty of Port Captains to ensure all officers are familiar with the operation of their vessels, and of Areas of Operation along with Procedures and Requirements.

viii. Following up vessels daily position and making all necessary arrangements for mobilization and readiness of vessels.

ix. Verifies and approves the fleet requisition for provisions, consumable deck stores, paints, cleaning materials, medicines and bridge stores.

x. Cover that technical defects reported by the ship masters to the office are followed up according to the following problems: Analysis the problem, Trace the root cause, implements suitable solution, and take prevention actions.

xi. Organizing repairs/corrective actions to be effected by ship’s crew during vessels operation, taking into consideration capabilities of ship’s equipment’s and materials, ships trading pattern, weather conditions.

xii. Maintenance of records for inspections, re-certification and service of safety related equipment on Company owned and chartered vessels.

xiii. Liaise closely with vessel masters and HSE team to investigate incidents, review and facilitate the resolution of defects, deficiencies, non-conformances, accidents and customer complaints, which affect quality, safety and environmental matters, to ensure that vessels are operated in compliance with the ISM and ISPS codes as applicable.

xiv. Assisting to the Masters if the residual risk in any job step is not “Low”; and further consideration of risk mitigation and possible discussion with appropriate management.

xv. Maintenance of records for ship-based personnel (Masters, Officers and crews), including personal information, training and evaluation reports.

xvi. Review the vessels condition report and Masters Hand over reports.

xvii. Carry out annual vessel inspection.

xviii. Ensure the distribution of any documentation, revisions, and amendments to and from the fleet, and to shore based locations.

xix. Participate in Company Internal audit team to verify effective implementation and maintaining of company safety management system. Take part in accident/incident investigation.

xx. To stand in as an emergency Master on any vessel if and whenever required.

xxi. Evaluation of Masters and appraisal of their performance on every signing off on their shipboard deployment.

xxii. In the event of special requirements to be present on board the vessel for offshore operations.

xxiii. Acts as member of the Emergency Response Team and Management Review committee.
