Job Description – Procurement Engineer:

  • The Procurement Engineer will report to the Procurement Director at HO. The Procurement Engineer will be in charge of the department when the Procurement Director is on vacation or is unavailable.
  • The Procurement Engineer will be responsible for all projects’ materials, works and services to ensure all deliverables are delivered as per the Procurement Plan requirements (Timeline, Pricing and Documentation).
  • Interfacing with local and global vendors across all departments / divisions of the company.
  • Coordinates with all relevant in-house departments / divisions to ensure all requirements are included in the RFQ documents.
  • Will lead all technical / commercial / contractual clarifications with the suppliers.
  • Perform commercial and contractual analysis, schedule evaluation of quotations and incorporate technical evaluations.
  • Highlight to the Procurement Director any discrepancies in Procurement processes, identify related risks and propose actions to minimize such risk.
  • Participate in kick off meetings with Suppliers, ensuring that all terms and obligations are clearly explained and understood.
  • Evaluate offers received for technical compliance with the requirements.
  • Prepare and submit Materials’ Approval submissions, able to secure the buy-in of the consultant / client.
  • Analyze all suppliers in order to select the most suitable suppliers who are able to deliver high quality products at competitive pricing.
  • Negotiate with suppliers on lead-time, cost and quality in order to be obtain the maximum benefit for the company.
  • Ensure commercial, legal and contractual compliance in all the procurement transactions.
  • Consult with site / project’s engineering personnel to collect all technical details that are required to prepare the RFQ.
  • Arrange and participate in meetings between suppliers and engineers, purchasers, inspectors and other company personal to facilitate materials inspection, substitution and economical procurement of materials and equipment that are required for the company.

Requirements:

  • Saudi only.
  • Should be a civil engineer with previous procurement experience
  • Effective verbal and written communication skills in both Arabic and English
  • Proficient with computers, applications and software (specifically ERP systems)
  • Ability to analyze bills of material and drawings to understand key requirements
  • Knowledge and direct experience in negotiating contracts as well as quotations with contract manufacturers / suppliers
  • Ability to identify cost reductions opportunities
  • Working knowledge in CAD
  • Professional Engineering License
  • Experience: from 3 – 7 years
