Our Infrastructure business unit provides comprehensive end-to-end project solutions – including capital investment, consulting, design, engineering, construction, sustaining capital and operations and maintenance.  An important part of our design & build projects is the Procurement Function. This group is looking for a Purchasing Specialist. 

To perform this role successfully on proposals and/or projects, you will be responsible for but not limited to the following:

Developing  the procurement strategy and participating in procurement planning and construction contract packages; participating in the preparation of detailed estimates and budget control.

Finalizing the development of commercial conditions for construction contracts and purchase orders.

Preparing and updating the list of bidders for construction contracts and purchase orders; obtaining any necessary approvals.

Ensuring the implementation and complying of all policies and procedures for procurement.

 

Preparing and executing contracts in accordance with project procedures.

Defining the expediting and storage levels for equipment and materials.

Ensuring any action relating to the payment of customs duties.

Ensuring the appropriate application of methods and systems of control materials on site.

Preparing Request for Quotation documents and Addenda per project procedures.

Receiving & distributing all quotations, communications to/from Bidders and Project Procurement.

Coordinating evaluations with Engineering, preparing commercial bid clarifications, chairing meetings including Minutes of Meetings, post bid addenda, etc.  

Commercial evaluations and make combined recommendation for award.

Preparing formal Purchase Order Documents and Amendments for approved changes and manage, prepare, issue and control Request for Changes and Amendments.

Communicate with all vendors, engineering and other project personnel as required.

Other administrative activities as required including file set up and management, coordinating input and assisting in settlement of any claims, updating status in computerized procurement system, issuing Status Reports, and completing PO close out activities per procedures.

Ensuring that the specified quality control and testing requirements on equipment and materials are incorporated in contractual documents.

Your Background:

Bachelor degree an asset

Minimum of 10 years of experience in the areas of procurement (preferably in the domain of consulting engineering)

Knowledge of legal aspects related to supply

Excellent knowledge of procurement mechanisms, expediting, logistics, construction contracts, material control and quality surveillance

Experience in engineering/construction of infrastructure and heavy civil works is an asset
