Human Resources Director
for Makkah & Taif Performance Based Management Contract

Transitional Services period :
•Review the organisation and resources of the existing services as well as the level of available data.
•HR & Change Management Initial Services Plan.
•When present supervise the activities of the HR and the Training Expert, who will otherwise be under the direct supervision of the Transitional Services Manager.
Services period:
•Define the organisation, policy statements, resources, procedures, guidance and reporting requirements for the department in consultation with the QHSE and Performance Managers, as appropriate, and implement them.
•Manage and optimise the organisation of the departmental activities and the use of resources allocated to it, to optimise efficiency.
•With the support of the Performance Manager, prepare the Annual Service Delivery Plan for HR and Change Management.
•Identify and propose the Second and Third Tranches for the Staff Transfer List in close consultation with the CBU Directors and Managers.
•Develop the CBU Training and Development Programme with the support of the Training Expert and CBU Directors and Managers.
•Develop a strategy for completing the Training Centres with the support of the Training Expert and implement the strategy as an Enabling Project.
•Develop an HR Self-Sufficiency Plan in close cooperation with CBU directors and Managers.
•Develop and implement the Training and Development Programmes for HR and Change Management itself, ICT, customer Services, Capital Programme Delivery, Water Supply & Distribution, Wastewater Collection, Wastewater Treatment, Asset Management and capital Planning, Financial Services and Support Services, in close cooperation with the relevant Directors and Managers.
•Implement the remuneration policy.
•Supervise and optimise the management of staff and payroll and carry out periodic audits on HR procedures & methods.
•Manage careers and skill development and develop and maintain a positive social climate within the CBU.
•Implement effective recruitment processes in consultation with all relevant departments.
•In close coordination with the management team, plan and implement the gradual and effective transfer of skills and responsibility to the CBU Counterpart staff under his responsibility and support the development of this in each department, for the timely and seamless transfer of business functions.

Required Qualifications: Degree in Business Management and/or HR Management
Required Experience: 15 years experience in HR management, including 5 years in a senior HR position with overall staff training responsibilities, in a large, international utility.
