1. Job Purpose:

  • Responsible for the execution of overseas or local purchasing of quality materials, supplies, and equipment at the lowest total cost and maximum value to Foods business operations.
  • Efficiently manage the operational issues related to purchase of materials. Assimilate short term material requirements & ensure that material is available with optimal combination of cost, quality & delivery on time.
  • Managing the tendering and supplier awarding processes.
2. Key Accountabilities:
  • Oversees the implementation of procurement policies, processes, and procedures
  • Reviews major incoming enquiries and clarifications from Foods or other SBU functions regarding all purchasing related requests
  • Reviews and approves tendering documents (RFx) for major requests and identifies suppliers from the Approved Suppliers List
  • Contributes in the process of pre-selecting and evaluating of bidders
  • Leading sourcing and tendering negotiations for Foods procurement
  • Reviews contracts ensuring all clauses are accurate and approved as per the authenticated templates and memos
  • Ensures successful contract management processes and activities in coordination with ARASCO contract management policies, as needed
  • Monitors contract compliance and resolution of contract performance
  • Reviews drafted purchase orders and coordinates their submission to ARASCO procurement to obtain their approval and process their invoices
  • Evaluates supplier performance and competitive positioning to ensure the best quality, price and delivery of purchased materials
  • Reviews supplier reports and establishes strategic supplier contacts in the interest of optimizing and intensifying their collaboration with Foods procurement
  • Monitors the tracking activities regarding the delivery of shipments and confirms that the purchase orders details are met
  • Monitors all overseas and local purchasing processes and resolves any escalations or delays
  • Sets performance targets with key stakeholders and manages ongoing evaluation process
  • Supports the establishment of internal communications between Foods procurement and other Foods functions
  • Prepares summarized reports for all overseas and local purchases to Foods Procurement Director.
  • Full support to execute the projects requirement and execute all the requirements.
  • Coordinate with Finance department for establishing LC for the overseas or if needed for local suppliers.
  • Take Initiatives necessary to support the sub-ordinates to meet the operational requirement.

  • Consolidates procurement requirements and prepares quotations and tendering documents (RFx) as per procurement policies
  • Sends the RFx to potential suppliers as per the Approved Supplier List and obtains their receipt confirmation, as needed
  • Prepares invitation-of-bid forms, and mails them to suppliers, or distributes forms for public posting
  • Replies to any clarifications from suppliers regarding Foods tenders in a timely manner
  • Manages Foods tenders negotiations under the leadership of the Procurment Directore
  • Receives quotations from suppliers and documents them to prepare a quotation analysis sheet to facilitate the process of selecting a supplier
  • Negotiates with the suppliers for back to back contracts to cover the price risks
  • Specifies criteria for evaluating suppliers and their bids based on the materials requirements
  • Compares prices, specifications and delivery dates in order to determine the best bid among potential suppliers
  • Recommends the best bids to Procurment Directore to choose and finalize the appropriate supplier
  • Analyzes, justifies and documents the reasons for rejected bids within the Sourcing records
  • Communicates the necessary requirements to ARASCO Contracts Executive to obtain the templates in order to draft the contract for procurement management .
  • Coordinates with ARASCO SRM Executive in establishing and maintaining the Approved Supplier List
  • Establishes strong and long-term relationships with key suppliers within the market as per the procurement requirements
  • Cooperates with SBU internal stakeholders to determine suppliers specifications and requirements
  • tendering, negotiating up-to awarding
  • Coordinate with other people in the team to ensure efficient delivery scheduling of procured materials to the plants without delays
  • Provide lead times of various products to the business managers and ensure that the Minimum stock levels are maintained by purchasing
  • Supervise work done by Executive Purchases
  • Manage supplier relationships through regular communication
  • Discuss & take necessary approvals from procurement Director & SBU President.

3. Qualifications, Experience, Knowledge & Skills:

Qualifications: Bachelors Degree in Science/ Management

Experience:

  • Minimum of 8 years of solid experience in procurement or any other similar position
  • Professional Certification (i.e. CPP,CPPM, CISCP,CSCP) is a plus

Skills:

  • Working knowledge of Microsoft Office ( MS-Excel, MS- PowerPoint , MS- Word) and MS – Outlook
  • Working knowledge of BaaN,SAP,MTech, ERP
